By order of the President of the Republic of Belarus dated December 17, 2019 No. 247rp, an interdepartmental expert commission was created under the leadership of Deputy Head of the Presidential Administration Chupris Olga Ivanovna to prepare comprehensive proposals for updating the Code of Administrative Offenses.
The composition of this commission included employees of the Supreme and Constitutional Courts, the General Prosecutor's Office, the State Control Committee, ministries of justice, internal affairs, taxes and fees, other departments, representatives of the Parliament, as well as the scientific community.
As part of the commission's work, the opinions of government bodies and organizations authorized to draw up protocols and consider cases of administrative offenses, or which are the regulators of relevant public relations, and of citizens and business entities are studied.
The collection of wishes on issues of existing practice and proposals on improving administrative responsibility measures, as well as examples and life situations illustrating them, is carried out by the National Center for Legal Information.
The collected materials will be analyzed and used in the preparation of a new legislative act.
Proposals may be submitted until January 24, 2020:
- in the form of messages in a special topic at the Legal Forum of Belarus;
- in writing to the postal address of the NCLI;

Proposals and other information submitted to the NCLI as part of the commission’s activities are not subject to review in the manner specified by the Law of the Republic of Belarus “On Appeals of Citizens and Legal Entities”.
