On June 6, 2019, the Department of Construction Control and Supervision of Gosstandart, together with the Ministry of Energy of the Republic of Belarus, held a seminar on the construction and operation of energy facilities.
The heads and specialists of the department and its inspections took part in its work. The program included visiting and inspecting the construction sites of two facilities in the Minsk region.
The first of these is the Minsk Severnaya substation of the Minsk Electric Networks branch of Minskenergo RUE.
“If we talk about this facility, the reconstruction of which is already being completed, then work on it is being carried out in accordance with the construction plan, all the requirements of the project documentation are being met, and a high production culture is ensured,” said Igor Gusev. - Since the beginning of the reconstruction, the inspectors of the Gosstroynadzor have visited this facility more than 20 times. Moreover, the violations that we identified were eliminated almost at the time of monitoring.
In total, 153 energy facilities are currently registered in the republic, 137 of which are under construction. The number of deficiencies identified at energy facilities during monitoring in January - May 2019 amounted to 0.3 - 0.6% of the total number of defects and violations found at all inspected construction sites in the republic. “This indicates a high discipline, professionalism of organizations and specialists in this field, effective organization of the construction process,” said the head of the department.
At the same time, he noted that the role of supervision at these facilities will increase both in terms of coverage and direct control.
- Energy issues are coming to the fore today. About 8,000 objects of various purposes are under construction in the republic, each of which is interconnected with energy facilities and equipment, engineering networks. A course has been outlined for the power supply of newly commissioned housing and social facilities. An aspect of integration of the energy system with the Belarusian nuclear power plant is also important, ”said Igor Gusev.
Reconstruction of the Minsk Severny substation of the Minsk Electric Networks branch of RUE Minskenergo has been underway since December 2015. The first stage includes reconstruction work, with the allocation of four start-up complexes, with the installation of three autotransformers with a capacity of 200 MVA each instead of two autotransformers of 200 MVA each having exhausted their life and the complete replacement of all high-voltage equipment, protection and control systems. The second stage is the organization of a fiber optic communication line on a 330 kV overhead line, 110 kV overhead line, and 35 kV overhead line. All work is carried out in the most difficult conditions on the existing site without disconnecting consumers in Minsk and the region.
According to the director of the branch, Nikolai Radkevich, now all the envisaged work is almost completed, the commissioning of the facility is planned for July. “The whole range of work performed will improve the reliability of power supply for the entire city of Minsk, since the 330 kV substation Minsk Severnaya is the nodal substation of the entire Minsk ring of 330 kV and the reliability of energy supply to organizations and the public depends on the reliability of its equipment. At the same time, the substation will have a direct connection via the 330 kV overhead line with the Belarusian NPP, ”said Nikolai Radkevich.
The general contractor providing the complex construction of the substation is North China Electric Power Design Company under the Chinese Electric Power Engineering and Consulting Corporation.
- We proceed from the principles of strict observance of all standards, norms of the Republic of Belarus, as well as high reliability, efficiency and quality. To achieve this, we responsibly approached the selection of subcontractors. A very strict selection was carried out when choosing equipment suppliers. Understanding the importance of this facility, we are trying to build not only efficiently and on time, but also to earn a certain reputation, which is primarily associated with subsequent financing of projects by the PRC, ”said project manager Wang Yuping.
The second object, which the seminar participants visited, is the Administrative and Warehouse Complex in the village of Dubovlyany of the Papernyansky Village Council, the construction work of which is also at the final stage. Much attention was paid to the issues of proper maintenance of the construction site, applied technologies and solutions.
As explained by the general director of OOO Lectstroy Sergey Popelsky, structures that were previously the enclosure of the construction site now enclose the territory of the complex, that is, the costs here have been optimized. Properly equipped household town. Workers are provided with personal protective equipment, clean equipment. Modern technologies are applied for the installation of seamless concrete floors with a hardened top layer that provides surface evenness, which is important for such an object as a logistics complex.
Such a construction site can be an example for other objects of the republic. The Department of Construction Control and Supervision Gosstandart pays great attention to this aspect.
It should also be noted that the department carries out targeted work to improve the skills of inspectors. In particular, currently used software products that allow you to evaluate the effectiveness of inspections, departments and directly inspectors. In all inspections, GOST ISO / IEC 17020-2013 has been introduced, establishing identical international requirements for inspection bodies, and the corresponding accreditation certificates have been obtained. An agreement was reached with the Belarusian National Technical University on more in-depth training of students of the building faculty on the implementation of state construction supervision.
