The meeting of the board of the Department of control and supervision of the construction of Gosstandart (hereinafter - Gosstroynadzor) was held on February 6, 2020

The director of the department, Igor Gusev, noted the results of the past year: “In total, in 2019 almost 11.5 thousand objects for various purposes were under construction in Belarus. ”In 64% of them, during supervision, defects and violations were identified, for the elimination of which recommendations and instructions were issued, and administrative responsibility measures were applied.”

Gosstroynadzor also has control over the order and proper organization of work at construction sites. In 2019, inspectors visited 7.7 thousand construction sites in all regions of the republic - 69% of them did not meet the established requirements for their maintenance.

About the work of the Gosstroynadzor inspection in Minsk, its head Alexander Chernikov said: “Last year, we increased the number of visits to construction sites. First of all, this was due to the active preparation of facilities for the European Games - 2019, as well as the general policy of the department, which is aimed at improving the efficiency of inspections”.

In this regard, the application of a risk-based approach in the practice of supervision is relevant. There are facilities with a low degree of risk that it is enough for the inspector to come to several times, and there are large construction sites that should be visited almost every day, overseeing compliance with the requirements of design documentation, work production technologies.

As part of the college’s program, participants visited construction sites in Minsk. Among them is a unique European-level residential complex - D3.

“This is a fairly large object - more than 500 apartments, so there were comments and instructions,” said Ruslan Lodygin, inspector of the State Construction Inspection for Minsk, the curator of this object. “But the customer and the contractor reacted quickly, so there were no serious problems, all issues were resolved constructively.”

Outlining the tasks for 2020, Gosstroynadzor director Igor Gusev noted that the work ahead is intense. The main focus will be on housing, social services (schools, kindergartens), road construction, industrial production, maintenance of construction sites. At the same time, it is important to carry out effective work in the preventive and preventive direction in order to prevent the appearance of defects and, without interfering with the business, to ensure safety and high culture during the construction of facilities.
