On March 10, 2020, in the press center of the Press House, on the eve of the season of active construction work, specialists from the Department for Control and Supervision of Construction of Gosstandart and its inspectorates, ministries of architecture and construction, labor and social protection, as well as construction trusts addressed the issues of maintaining construction sites on based on last year’s results.
Igor Gusev, director of the Department for Monitoring and Supervision of Construction of the Gosstandart, noted that in 2019 inspections monitored the status of construction sites at 7,743 sites. Of these, 69% did not meet the established requirements. As a result, 9,127 recommendations were issued to contracting organizations to eliminate violations; 1,284 individuals and legal entities were brought to administrative responsibility.
“At construction sites, you can still see non-standard fences with PVC nets, which do not exclude unauthorized access of unauthorized persons to the construction site. There are no containers for waste, construction waste is not timely taken out. On some construction sites there are no posts for washing wheels of vehicles and construction equipment, because of this, the soil falls on the roadway, sidewalks of settlements, ”stated Igor Gusev.
Noting the difficulties in creating a construction site and equipping a residential town during the construction of facilities in Minsk, due to the conditions of dense urban development, the head of the inspection of the Department for Control and Supervision of Construction of the State Standard for Minsk, Alexander Chernikov, said the following.
“Practice shows that organizations often use the opportunity of the notification principle to begin construction and installation works not in the best way. Construction and installation work begins without arranging a construction site, without installing fences, passports of the facility, points for washing wheels of transport, containers for separate waste collection. This year alone, 255 recommendations and instructions have already been issued to eliminate violations of requirements for the maintenance of construction sites. 37 officials were brought to administrative responsibility, ”commented Alexander Chernikov.
In his opinion, the main responsibility lies with the customer, technical supervision of the customer, general contractor, representatives of field supervision. Only if they comply with all their functional duties will the situation on construction sites become better.
Ivan Lopatik, the head of the inspection of the Department for Control and Supervision of Construction of the State Standard for Minsk Region, expressed concern about the maintenance of construction sites.
“Today in the Minsk region about 70% of construction organizations cannot organize their construction site in the way it should be. So that she was in a satisfactory condition, so that she could pass quietly around her territory, there was an equipped fence, an object passport. Together with other supervisory authorities, we are making great efforts to change this situation. We go on commission to sites in all areas, but it changes slowly, although shifts are noted. By May holidays, at least 50% of the sites in the Minsk region will be landscaped, ”said Ivan Lopatik.
The main reason for violations, according to Igor Gusev, lies in the savings by contractors of the funds provided for in the estimates for these needs. “All violations and neglect of the requirements for the organization of construction production ultimately affect the safety of labor, technology, quality and timing of construction and installation works,” the director of the department emphasized.
He also drew attention to the fact that construction projects are located in towns and cities and have an impact on citizens living in them. International experience suggests that construction participants should respect citizens living near the construction site, employees of institutions located nearby, that is, to be a "good neighbor." Therefore, the requirements for the creation and maintenance of construction sites are determined. The ideology of a high culture of construction production should penetrate the consciousness of all participants in the construction. Only then can we achieve the desired result in putting things in order at the sites, ensuring the aesthetic appearance of the facilities under construction and a comfortable living environment for citizens.
