The board was attended by representatives of the leadership of the Department of control and supervision of construction and its regional inspections, the Mogilev Oblast Executive Committee.
At the board, Director of the Department I. Gusev He summed up the work of the inspections of the Gosstroynadzor, informed about the tasks to improve the effectiveness of supervisory activities in construction. He drew attention to the need to increase the professionalism and quality of work of state building inspectors, strengthen anti-corruption efforts, and intensify the interaction of inspections with the media.
As of March 31, 2019, construction was underway in 6828 objects for various purposes in the Republic of Belarus. Compared to the same period last year, their number increased by 19.2%.
In the course of monitoring at supervised construction sites, in January-March 2019, 5,285 site visits were carried out by the inspections of the State Construction Inspection, which is 17% more than the same period last year.
As a result of the supervisory activity, the facts of unauthorized construction and installation work at 13 facilities were revealed, 35361 defects and violations were revealed at 2452 facilities under construction.
In connection with the identification of defects that could affect the development of emergencies, construction and installation work was suspended at 17 sites. 3276 regulations and recommendations issued.
For violations of the legislation on architectural, urban planning and construction activities in January-March 2019, the regional inspectorates of the Gosstroynadzor brought to administrative responsibility 1,112 individuals and legal entities, from which 127.313 thousand rubles were recovered. a fine.
For the reporting period of 2019, conclusions were issued on the conformity of project documentation with safety and operational reliability requirements for 959 commissioned facilities, including 296 housing projects. 365 motivated refusals were issued, including 135 for housing projects.
In connection with a systematic violation of the requirements of the legislation in construction in January-March of this year, the Gosstrojnadzor inspections sent 30 proposals:
To the Ministry of Architecture and Construction 10 proposals for the termination of qualification certificates, 3 proposals for an extraordinary certification;
materials were sent to certification bodies with proposals to suspend 6 certificates of conformity for types of work, 5 certificates of conformity of the quality management system, 6 certificates of technical competence.
During January-March 2019, on the proposals of the inspections of the Gosstroynadzor, certification bodies suspended (annulled) the validity of 2 certificates of conformity for types of work, 1 certificate of conformity of the quality management system, 3 certificates of technical competence.
The bodies of the Gosstroynadzor are constantly taking measures to ensure that construction participants put in order and organize the work on construction sites, systematically monitors compliance with the TNLA requirements for their maintenance at controlled facilities.
In January-March 2019, state construction inspectors visited 2575 construction sites in all regions of the republic. 67% (1736) did not meet the established requirements for their content. On the facts of the revealed violations, 2231 orders and recommendations were issued. 357 officials were brought to administrative responsibility in the amount of 37.2301 thousand rubles.
