On April 11, 2019, a round table was held in Minsk on which topical issues of the implementation of work in accordance with the current requirements during the organization and conduct of overhaul at various facilities were considered. Special attention was paid to the maintenance of construction sites.
It was attended by representatives of the leadership of the Department of control and supervision of the construction of Gosstandart (Gosstroynadzor) and its regional inspections, the Ministry of Housing and Communal Services, and organizations-developers.
The main task that is solved during the overhaul is the restoration of the lost properties of buildings. This is a significant social project affecting the interests of the population.
Currently, more than 2,000 overhaul facilities are registered in the country. These are mainly residential apartment buildings. Objects of social, administrative, industrial purpose, transport and engineering infrastructure are also undergoing major repairs. The largest number of overhaul facilities is concentrated in Minsk and the Mogilev region.
The monitoring conducted by the bodies of the State Construction Supervision Agency showed that in 2018 and 2019 the number of violations in the production of such work is practically not reduced.
“The main remarks are the extended regulatory periods, currently there are 446 such facilities. A serious violation is a deviation from the design documentation and the requirements of technical regulatory legal acts, and non-compliance with the established requirements of the materials and products used. Violations of the order of organization of construction production are noted: maintenance of construction sites, domestic towns, debris, ”stated Igor Gusev, director of the Department for Control and Supervision of Construction of the State Standard, Gosstandard.
Establishing feedback with the public improves work efficiency. At the request of citizens, response measures are taken. By the way, out of 106 appeals of citizens received in the I quarter of this year to Gosstroynadzor, half are related to capital repairs.
The first deputy minister of housing and communal services, Gennady Trubilo, said that legislative changes were being prepared to improve the overhaul of the housing stock. In particular, some topical issues of interaction between design organizations and customers will be settled, a unified procedure for commissioning houses after major repairs will be determined. It is planned to give broader powers to residents, for example, they will be able to participate in the survey of residential buildings and make their proposals for the upcoming modernization.
Alexander Chernikov, head of the Gosstrojnadzor inspection in Minsk, Ivan Lopatik, head of the Gosstrojnadzor inspection of Minsk region, and Alexander Shvayunov, first deputy head of the Gosstrojnadzor Specialized Inspection, spoke about how work is being carried out at the overhaul facilities in Minsk and the Minsk region.
In their speeches, they noted both objects in poor condition and cited positive examples of construction projects.
During the round table, the participants addressed the Gosstroynadzor representatives with relevant issues. Arising in practical activities, and received competent answers to them.
